The people’s primer to the law provides structured statutory source text, bounded case-record discovery, and source-bounded questions about selected passages.
MANILA. KARTILYA.PH is a free public research archive at kartilya.ph. Built by Filipino lawyer and technologist Karlo Dizon, its interim public desk supports reading structured Statutes, discovering Supreme Court decision records, and asking about a selected source passage. General Ask is under maintenance. The service is a research aid, not legal advice.
KARTILYA.PH organizes selected Philippine legal materials as structured data. Most statutory materials are third-party reproductions published by the Arellano Law Foundation, while procedural rules were sourced separately. The public research desk provides structured Statutes and bounded discovery of Supreme Court decision records.
The statutory corpus contains 8,296 provisions across 57 instruments: the 1987 Constitution, major Codes, and selected statutes and rules. A separate, dated, incomplete jurisprudence snapshot contains 4,181 records from 2019 through July 29, 2026. Source links identify whether each record is official or third-party where that status is established. General Ask is under maintenance. Source readers retain Passage Ask, which answers about one selected passage using that passage and bounded context from the same document. These tools do not establish completeness, currentness, controlling authority, or legal advice. Public access is free and requires no account.
“Philippine law has long been available to read. It has not been structured for research at the provision level,” said Karlo Dizon, founder of KARTILYA.PH. “KARTILYA.PH organizes a selected body of legal text so that citizens, students, public servants, and lawyers can navigate and examine it without a subscription.”
The name is drawn from the Kartilya ng Katipunan, the 1896 primer that taught ordinary Filipinos their rights and duties. The framing is deliberately civic: a kartilyais a primer, and KARTILYA.PH is intended as the people’s primer to the law.
The underlying KARTILYA.PH research engine also supports Territorial Review, a free, AI-searchable archive of the law of the U.S. territories. Both are built on a common premise: public legal text should be available for structured research without a paywall.
§ About the founder
Karlo Dizon is a lawyer and technologist from Bataan. He earned a B.A. with distinction in political science from Yale, an M.Sc. with distinction in comparative politics from the London School of Economics, and a J.D. from Stanford Law School. He began his career in appellate, constitutional, and regulatory litigation at WilmerHale in Washington, D.C., and serves on the New York State Bar Association’s Committee on Artificial Intelligence and Emerging Technologies.
